@Brian and Herman: This is one of those cartoonists whose drawings can be a little confusing.
I think the tiny solid shadows are meant to show they're on the ground.
There is a very slight protusion at the end of the cop's leg which I believe is meant to be a boot toe. Police certainly don't dress like that around here.
They definitely suffer from "cankles" as drawn. But the sentiment is what I was after. At least, that is pretty clear.

@moooooog35: I know, there's something going on with her upper lip, isn't there? She's definitely uttering an old ladyish sentiment, which makes me an old lady, too.
I was gonna say it must be one of those New Yorker cartoons because 99% of the time, I don't get it. It try. I really do. And when I think I get it, I assume I still am not really getting it, as if there is more to what I'm seeing.
But after reading your comment about it just being the general sentiment, I feel better about it, because if that guy (girl?) is supposed to be someone in particular, then it's back to the drawing board for me.
@Nanny Goats: I just like the idea of walking up to a cop and complaining that everything's bothering you, like it should be illegal and he should be able to fix it.
But this cartoonist's drawing is bothering everybody, too. And I don't believe you don't understand New Yorker cartoons. Some of them just aren't funny. Maybe that's what you're looking for in them.
